For most naval battles i use bomb load, fast cleave enemy DD (or other small ships) then my ships can freely launch all torpedoes to bigger targets.
For some specific missions when you need to track down aircraft carriers, like midway, you must use torp bombers bcoz they’re too far and too tough.

I find the ideal carrier loadout to be a historical one - one fighter, one dive bomber, one torpedo bomber. You need the dive bomber because depending on the range, the torpedo bomber may only get the chance to launch one torpedo, and even if not, two torpedoes usually can't quite kill a ship unless you get good RNG on both.
