No, but I cannot speak for Steam as I have the version downloaded from Slitherine/Matrix. Holding Shift and pressing C brings up the Command Console even on the Start Screen. See below. Does your version say 3.4.2? Try uninstalling and reinstalling from Steam and see if that works. It works also on Steam.

I been using the #whiteflag cheat to see the defeat screens for the scenarios.
Pretty interesting if you ask me and I am surprised the developers added unique defeat screens for every scenario instead of say the words defeat on screen.

One modification I would like to see of the cheat codes is the #igotnukes. It only gives you a minor victory. I am playing Erik's German Grand Campaign and I have run across some bugs, no offense Erik, in the victory conditions. I just completed the "Den Haag" scenario and per the screen shot I captured all the primary objectives (note Rotterdam is in German control and had been for most of the game). I also completed the secondary objectives though the supply drop planes did not work even though I got them to the designated airfields. I still only get a minor victory whether I play out to the end of the scenario or use #igotnukes. If would be nice for these situations so you aren't penalized due to bugs to be able to enter something like:
#igotnukes major
which would give you the major victory you really earned. Thanks!

But they're very useful in scenario designing where you can use them to lick your creation into shape by seeing things going on during testing that you wouldn't normally see.
I think of them as "Dev tools" rather than "cheats"..

Opening RP's for this scenario + (RP's per turn x number of turns) - RP's used during scenario + RP's earned or given during scenario + Opening RP's for next scenario = Total RP's to begin next scenario
This part of the formula is the same whether you win early or play the scenario out to the end and still win: (RP's per turn x number of turns)
I'm thinking that if you nuke through a scenario, the results are neutral in that (RP's per turn x number of turns) is zero but so is RP's used during scenario + RP's earned or given during scenario. So I don't think #itgotnukes hurts or helps in terms of Resource Points.
Where "igotnukes" will hurt is if you prematurely end a scenario before having a chance to achieve certain secondary objectives which reward things like specialisation points, commanders, and core units which carry over into the rest of the campaign.
As far as the rest of the cheat codes, I can't think of any that will impede progress towards gaining achievements in scenarios or campaigns. Which makes sense since they are intended to enhance progress towards gaining achievements in scenarios or campaigns. That's why they are cheat codes!
