There appears to be no up-to-date organized set of FoG "Rule Book Authors"/Rule Givers-provided guidance, rulings and clarifications about FoG rule conflicts, revisions, sticky points, and unforeseen situations [e.g., the legality rolling for unplanned flank attacks to confuse one's opponent].

There is a lot of knowledge in the Forum, but it is hard to access in its current form—via extensive searching.

Often for a rules dispute during play, players may call a "higher authority" to get a ruling.
This can be helpful, but has the problems that:
#1: Who are the proper [authoritative] FoG rules authorities to call.
#2: How do players know whom to call.
#3: "Higher authorities" may disagree among themselves [trouble in Valhalla].
#4: The various rulings are not compiled anywhere, may be lost to history, or may evolve over time.

Are you referring to the FAQ or the errata? The errata is only to cover corrections of items in the rule book.

FAQ, as the Errata are typo corrections.

There are many more FoG Team rulings answered on the Forum than those on the FAQ webpage/.pdf.
How are those captured for posterity?

Some are substantive changes in rules to correct them to fit the design intent. They may not seem changes to those already playing the right way.

There is also a common mistakes thread, maybe there should be one for not so common ones as well.

A comprehensive list seems infeasible since there are more wrong ways to do things than right ones and many things come up just once, and a small minority of people would read it. Heck, some people don't even read the rules before asking rules questions here.

If you consider there to be areas that are not covered by the rules and not in the FAQ then here is the place to ask and you should get answers.

There is no telephone support hotline although if you think one is in order I may well look at ways of setting up a premium rate phone service

In my experience the vast majority of questions I have been asked when umpiring are resolved simply by reading the whole of the relevant rule.
