Spanish Spawn?
From where do they come? How can you stop them? Those areas were cleared. They arrive from nowhere.

I.e. don't clear the spawn zones. Leave them alone and have fun.

Thanks. I am always grateful to those who read the notes and share their understanding. I think that when this sort of thing happens, an alert ought to appear within the game, stating what has happened and linking to further reading. In addition, this case is a prime example for a feature on one of Panzer Corps 2's excellent instructional videos. Hopefully, such a video has already been created and is only awaiting publication.

Those special zones work much better than PzC1 Grand Campaign - at least it's clear where the spawns will come from, at least to a certain degree. The biggest issue with PzC1 Grand Campaign were those random spawns of units on the map, especially planes, that were scripted with no way to know in advance where things would come from. New option is much cleaner and logical.
