Firstly a quick explanation of some of the complexities of camo....
A skin is a container for UPTO 4 different types of camo ( vehicles, aircraft, ships, Infantry (redundant) ). DEFAULT skins ( 3 per nation - summer, winter, desert ) include a representative camo for all vehicles, aircraft and ships. Each nation has at least 3 DEFAULT skins.
DEFAULT skins can be applied to ALL units on the map using the button in the top left of the panel and will affect vehicles, aircraft and ships.
Individually or descriptively named skins will only be applied to the currently selected vehicle.
The camo panel is always filtered by unit type. So if you have a tank selected, it will only show vehicle camo. If you have a plane selected, it will only show aircraft camo. Same with ships. These are all interchangeable within their given type. So any vehicle camo will work with any nations vehicle etc.
Infantry are the exception. Every infantry texture and camo assignment is already unique and many are not interchangable. Game play requirements meant that every infantry type had to have a unique camo assignment. Since it's near impossible to assign any kind of meaningful filtering to them you are left to pick what ever you want. Be aware that many just won't work. Try applying the Russian Navy uniform to Spanish Militia and you'll get odd results because the UV's don't match.
The reason you often see the same infantry camo colour/repeated is that the variation is in the fixed colour* texture. So all Commonwealth units used British uniforms ie. the same colour camo, but had unique insignia. The insignia is not part of the camo patch so isn't displayed. However the insignia is unique to a given model, so giving the British the Australian camo will not give them the Australian insignia.
- Vehicles - 1 or 2 tiled camo patches over fixed colours* with ability to add dust, wear and tear, underpainting, bare metal, primer etc.. The second camo patch can be restricted to upper surfaces. Only applicable to ground based vehicles.
- Aircraft - 1 or 2 tiled/UV based patch over fixed colours* with ability to add dust, wear and tear, underpainting, bare metal, primer etc ( fewer controls and so less resource hungry than vehicles). The secondary camo channel isn't currently used. Additional colour input for belly if required. Only applicable to Aircraft. - Note that as of the 1940 update we can now have bare metal skins. There's not many examples yet but later in the war there will be more.
- Ships - 1 or 2 tiled/UV/colour based patch over fixed colours*. They can be given a single coloured patch ( eg- Italian ) a simple fixed pattern ( eg German ) or they can be given a variable camo pattern ( eg. British ). With the latter the V coordinate of the UV is shifted based on the starting coordinates of the model, so each ship uses the same patch but looks different. The dazzle camos are a good example of this. Only applicable to ships.
- Infantry - 1 tiled/UV based patch over fixed colours*. Due to their size and shape every infantry model has to automatically have a unique camo pattern to aid differentiation. So each has a unique material and camo set. This is why the infantry camo list often looks to have duplicates as sometimes the difference might actually be in the fixed texture - eg. most commonwealth units wore the same British uniform, but had unique arm badges. Only applicable to Infantry.
Notes:
* Fixed colours are things like tank tracks, prop blades, machine guns, belts, webbing, insignia etc.. elements that didn't routinely get painted with camo paint. So these are unique and model specific ( UV based ), can not change and so can not be interchanged between one model and another
The editor is much more low level than the game and does not have the same level of filtering.
The first camo in the list is labeled as Default. This is just an ingame indication of the starting camo. To know if a skin is a DEFAULT type, hover your mouse and read the tool tip.
The Base Game
The base game includes all the standard, default textures required to play and help distinguish all the nations. However the player is free to use the camo of any other nation as their own.

JP_Sea_Dazzle - Very loosely based on some dazzle camo that mwas applied to some Japanese ships. Historically, cargo ships were given a simple two tone camouflage to disguise their length.
