I found the enemy units has a smaller angle on forcing fallback test than zoc.
I just retreated an irregular from spearmen's secondary zoc like below, no cohesion test taken.

This sounds like a bug.
Well, a screenshot would have been more informative than a made up graphic.

as you say.

Also Cohesion Tests for fallbacks having nothing whatever to do with ZOCs.

I've done some tests on hotseat mode. The logic behind cohesion test is now more vague to me...
I've tested with one enemy camelry and some persia immortals.
Once, an immortal retreated 90 degree from the camelry, no cohesion test; But after the camelry engaged another persian infantry, the same action caused a cohesion test.
Have also tested the enemy with threatened flanks and didn't see any difference.

I think it may be related with "what the bg should do". Like the immortal has a good chance to get a flank charge against an engaged enemy and the soldiers are eager to do that, so the fallback order causes confusion among the ranks.
So my archers at the op situation "are supposed to be kept away from the enemy", so they has an easier time to get off the test.

As I barely use this action, I think it's better to leave it vague.
