The river lands and the prosperous east mediterranean coast of the late seventh century BC. Five major powers - Egyptian, Lydian, Assyrian, Babylonian, and Median, each with their own gods and divine rulers - are pitted against each other for a clash over supremacy of these cradles of civilisations. In their way stand minor powers - Hebrew, Phoenician, Cypriote, Ionian Greek, Bithynian Thracian, Cimmerian, Urartian, Mannaean, Elamite, and Persian - that can be enslaved and summoned to serve in their masters' armies. And along the frontiers to the wilderness and barbarian territories stand tribal powers - Scythian, Arab, and Libyan - ready to ravage settled lands but also potentially to be used as forces in the wars of gods and men.

The Wars of Gods and Men tournament involves five players, each representing one of the Egyptian, Lydian, Assyrian, Babylonian, and Median major powers and battling all the other powers of the region. Players will also get to play as minor or tribal powers against the other players' major powers.

The Rules

Overview
  • This tournament covers the region around the eastern Mediterranean and the dramatic decades during the end of the seventh century BC, when several nations broke free from Assyrian dominance, other nations took advantage of the turmoil, and in the end annihilated Assyria, violently destroying Assyrian cities such as Nineveh and Kalhu.
  • Each of the five players represent the Assyrian, Babylonian, Egyptian, Lydian, Median major powers.
  • In addition, players will play as non-major (tribal and minor) powers against other players' major powers, with tribal powers making raids and minor powers defending against attacks from major powers or revolting against them.
    • The three tribal powers (Arab, Libyan, Scythian) that the players can employ to make raids upon provinces controlled by major powers, initially only the frontier provinces and, if successful, ever deeper into other provinces, but if unsuccessful to be used by major powers in their battles.
    • The ten minor powers that control provinces which, if conquered by major powers, allow for the minor powers to be used as allies.
  • The tournament lasts for 8 rounds or (if earlier) until a major power controls at least twice as many provinces as the major power with the second most provinces (with looted provinces counting only as 0.5).
  • The winner of the tournament is the player with the highest score at the end of the tournament.
    • A player's score equals the sum of:
      • the number of its victory points accumulated during the tournament (whether playing as his own major power or as any minor or tribal power), and
      • the number of controlled provinces (with looted provinces counting only as 0.5).
    • If a tie then the player wins, whose major power controls the largest number of provinces.
    • If still a tie then the player wins, whose major power controls the largest number of provinces originally controlled by any major powers (i.e., provinces 1-15).
    • If still a tie then the player wins, whose major power controls the largest number of non-looted provinces.
  • A player whose major power controls no provinces at the end of a round has lost and is eliminated from the tournament, but will continue playing and concluding all his other battles that round.
  • Please note that a player must own the Rise of Persia and Immortal Fire DLCs in order to take part in the tournament.

Powers

Major powers
  • The five players permanently represent one major power each (i.e., a player represent the same major tournament throughout the tournament.
  • The major powers each make one conquest attack every round, upon provinces controlled by minor powers or other major powers with the aim of gaining control over such provinces.
  • They may also need to defend their provinces against raiding tribal powers or revolting minor powers and can make punitive expedition attacks upon tribal powers in order to attempt to halt raids once and for all.
  • The armies of the major powers are using the base game army lists as follows:
    • Assyrian: Assyrian 681-609 BC
    • Babylonian: Babylonian 626-539 BC
    • Egyptian: Egyptian 664-571 BC
    • Lydian: Lydian 687-551 BC
    • Median: Median 626-550 BC
  • Furthermore, a major power is allowed to use either:
    A. Any minor power as ally (and then always with the major power itself as the main army) in all the battles it is fighting as long as it controls both provinces of that minor power, or
    B. Any tribal power as the main army (and then always with the major power itself as ally) in all the battles it is fighting if the major power wins a raid attack battle against that tribal power but only as long as the major power keeps winning its battles.
  • The requirements in A and B above are only checked in the attack declarations phase of each round and not in any other phases.
Tribal powers
  • The aim of the tribal powers is to loot provinces controlled by major powers through successful raid attacks, using these looted provinces as bases from which to raid and loot other provinces controlled by major powers.
  • From the perspective of the players, raiding and looting the provinces of the other players' major powers will reduce the number of non-looted provinces of these players and thus their scores while also increasing their own scores through winning battles.
  • The tribal powers are therefore not permanently represented by any players, but players each round may declare raid attacks of different tribal powers and thus play with them in battles against other players' major powers.
  • At the start of the tournament, the tribal powers can only make raid attacks upon the provinces connected to their homelands as follows:
    • Arab: 3, 7, 8, 9, 10, 11, 12 (and 31, 32 if controlled by major powers).
    • Libyan: 1, 2, 3.
    • Scythian: 5, 6, 13, 14 (and 37, 41, 42, 43, 44, 45 if controlled by major powers).
  • However, as and when the tribal powers succeed in raid attacks, they will loot these provinces and be able to raid from these looted provinces, getting access to more provinces to raid attack and potentially loot, in turn getting access to more provinces to raid and loot, and so on.
  • The armies of the tribal powers are using the base game army lists as follows:
    • Arab: Arab 1000-313 BC
    • Libyan: Libyan 549-301 BC
    • Scythian: Skythian 750-551 BC
  • Tribal powers are not allowed to use allies in their raid attacks.
Minor powers
  • The ten minor powers initially control a number of provinces (31-50) that neighboring major powers can make conquest attacks upon, with the aim of gaining control over such provinces.
  • Once such a province have been conquered and control gained by a major power, other players can have the minor power in question make a revolt attack, with the aim of the minor power regaining control.
  • As is the case with tribal powers, the minor powers are therefore not permanently represented by any players, but players each round may declare revolt attacks of different minor powers, whose initially controlled provinces are controlled by major power of other players and thus play with them in battles against such major powers.
  • The armies of the minor powers are using the base game army lists as follows, also specifying the minor powers' initially controlled provinces:
    • Cimmerian: Cimmerian 750-600 BC, initially controlling provinces 41 and 42.
    • Cypriote: Cypriot 680-550 BC, initially controlling provinces 35 and 36.
    • Elamite: Elamite 815-539 BC, initially controlling provinces 47 and 48.
    • Greek (Ionian): Greek 680-461 BC, initially controlling provinces 39 and 40.
    • Hebrew: Hebrew 681-586 BC, initially controlling provinces 31 and 32.
    • Mannaean: Mannaean 750-610 BC, initially controlling provinces 45 and 46.
    • Persian: Achaemenid Persian 553-546 BC, initially controlling provinces 49 and 50.
    • Phoenician: Phoenician 681-539 BC, initially controlling provinces 33 and 34.
    • Thracian (Bithynian): Thracian 680-461 BC, initially controlling provinces 37 and 38.
    • Urartian: Urartian 681-585 BC, initially controlling provinces 43 and 44.
  • Minor powers are not allowed to use allies in any of their battles.

Download
  • The Wars of Gods and Men v1 module is needed to set up and play battles with the appropriate allies.
  • Download the module through the following usual steps:
    1. Click on the Download community scenarios button at the top of the main screen of the game.
    2. Select Wars of Gods and Men MP Custom Battles v1.
    3. Click on Download the Selected Campaign.
  • The mod will then be automatically saved into the the My Games\FieldOfGlory2\MULTIPLAYER\ folder, within the MP_WARS_GODS_MEN_V1 subfolder.
  • (The single-player (SP) version is available for download in the same way, allowing the use of Wars of Gods and Men armies in battles against the AI.)

Map
  • The five colors shows provinces controlled by the different major powers:
    • Assyrian: red.
    • Babylonian: green.
    • Egyptian: orange.
    • Lydian: blue.
    • Median: purple.
  • Yellow indicates provinces controlled by minor powers.
  • Provinces in dark shades are not looted, where those in light shades are looted.
  • The three different symbols show which tribal powers that have looted the provinces in question.
    • Arab: cross.
    • Libyan: triangle.
    • Scythian: square.

Provinces
  • There are in total 35 provinces on the map:
    • 15 provinces (1-15) are initially controlled by the five major powers; 3 provinces each.
    • 20 provinces (31-50) are initially controlled by the ten minor powers; 2 provinces each.
      • Cimmerian: 41 and 42.
      • Cypriote: 35 and 36.
      • Elamite: 47 and 48.
      • Greek (Ionian): 39 and 40.
      • Hebrew: 31 and 32.
      • Mannaean: 45 and 46.
      • Persian: 49 and 50.
      • Phoenician: 33 and 34.
      • Thracian (Bithynian): 37 and 38.
      • Urartian: 43 and 44.
  • Provinces can only be controlled by major and minor powers, not tribal powers.
  • In addition, minor powers can only control provinces that they initially controlled.
    • For example, the Hebrew minor power can only control provinces 31 and 32.
  • Control of provinces is changed through conquest attacks made by victorious major powers or through revolt attacks made by victorious minor powers.
  • Provinces are connected by land and sea, as indicated on the map and with sea connections as specified below.
    • 3: sea connection to 35 and 40.
    • 31: sea connection to 35.
    • 33: sea connection to 35.
    • 34: sea connection to 35.
    • 35: sea connection to 3, 31, 33, 34, 36, and 40.
    • 36: sea connection to 35.
    • 40: sea connection to 3 and 35.

Rounds
  • Each round consists of the following three phases:
    1. Attack declarations: All players announce, one by one in the order as specified below, which attack or two attacks (one conquest by his major power always required plus optionally either one raid by a tribal power, one revolt by a minor power, or one punitive expedition by his major power) that they intend to make.
    • Attacks in a round are announced in decreased order of each player's major power's highest inflicted casualties in the previous round (i.e., the player whose major power having inflicted the highest casualties announcing first, and so on).
    2. Battle resolutions: All battles will be simultaneously played and completed in FoG2 during a period of four weeks.
    3. Administration: changes of province control and status (to looted), sorting of attack declaration order for next round, et al.

Attacks

General
  • There are four types of attacks (conquest, raid, revolt and punitive expedition).
  • A player is every round required (if possible) to declare one conquest attack of major power and is allowed (but does not have) to declare either one raid, one revolt, or one punitive expedition attack.
  • The attack declaration will be made in a post in the tournament's thread on the forum.
    • Example on how to express an attack declaration:
      • Conquest: Assyrian attack upon Babylonian Sippar (10) from Ninive (9).
      • Raid: Scythian attack upon Median Ecbatana (13) from homelands.
      • Raid: Scythian attack upon Median Ecbatana (13) from homelands, with middle-eastern agricultural terrain.
      • Revolt: Hebrew attack upon Egyptian Jerusalem (31).
      • Punitive Expedition: Assyrian attack upon Arabs.
Conquest attack
  • The conquest attack involves the player's major power (the "attacker") making an attack from one of his provinces upon a connected province controlled by either a minor power or another player's major power (the "defender").
    • These two provinces (attacker's province and defender's province) are considered "provinces-at-stake" for that conquest attack.
    • None of the two provinces must be already included as a province-at-stake in the conquest attack of another player's major power this round.
    • Conquest attacks can however be made upon or from provinces already involved in raid or revolt attacks this round.
Raid attack
  • The raid involves the player as one of the tribal powers (the "attacker") making an attack upon a province of another player's major power (the "defender").
  • Raid attacks can be made upon provinces already involved in other attacks this round, whether conquests or other raids, and whether attacked from or attacked upon.
  • A tribal power can make several raids (then through attack declarations of different players) in the same round, but only once per round against a specific province.
    • A tribal power can raid any province that is connected by land or sea either to:
      • a province looted by the attacking tribal power in an earlier victorious raid attack, or
      • the homelands of the tribal power in question.
    • A tribal power can raid provinces already looted by other tribal powers for the purpose of using them as bridgeheads in their own raids further into lands of the major powers.
      • This means that a province can be looted by several tribal powers.
  • Raid attacks can without limitation be conducted also by a tribal power having lost against a defending major power and being used as the main army of that major power (see Major powers under Different types of powers), since one tribal power is treated as consisting of several independent and separate clans and tribes.
Revolt attack
  • The raid involves the player as one of the minor powers (the "attacker") making an attack within a province (the "province-at-stake") initially controlled by that minor power but now controlled by another player's major power (the "defender").
  • Revolt attacks can be made upon provinces already involved in other attacks this round, whether conquests or other raids, and whether attacked from or attacked upon.
  • A minor power can make several revolt attacks (then through attack declarations of different players) in the same round, but only once per round within a specific province.
  • Please note again that a minor power can only make revolt attacks in provinces it initially controlled.
    • For example, the Hebrew minor power can only make revolt attack in 31 and 32.
Punitive expedition attack
  • The punitive expedition attack involves the player's major power (the "attacker") making an attack upon the homelands of a tribal power (the "defender").
  • The major power must control at least one province connected to the tribal power's homelands and must also control at least one province (the same or another) not looted by that tribal power in question.

Battles
Players controlling the sides in the battle
  • The attacker will always be controlled by the player making the attack declaration resulting in the battle (whether the player's own major power, a minor power, or a tribal power).
  • In cases of a major power being attacked (whether by another major power in a conquest, a tribal power in a raid, or a minor power in a revolt), the defender will always be controlled by the player representing that major power.
  • However, in the case of a major power attacking a minor power in a conquest or a tribal power in a punitive expedition, the player controlling the defender in the battle will be selected by the tournament organiser in the following order of priority:
    1. A player who is not meeting the major power's player in any other battle that round.
    2. The player whose major power is farthest away (in number of provinces) from the attacking major power.
    3. The player with the lowest number of victories during the tournament at that point in time.
    4. A player selected by the tournament organiser in his own discretion.
Setting up the battle
  • The defender creates the challenge in the FoG2 Multiplayer Lobby, always with defender as Side B (in order for the other player to immediately be able to deploy and make first round when accepting the challenge).
  • In order to create a challenge with Wars of Gods and Men armies, after having launched New Challenge and Create Skirmish, press Select Another Module and therein Wars of Gods and Men v1, which will make the Wars of Gods and Men armies available.
  • When the challenge has been created, the defender, for information, sends a PM to the attacker and makes a post in the tournament thread.
  • All battles (whether conquests or raids) take the form of a Custom Battle as Open Battle with:
    • Turn limit being 24 turns.
    • Map type being Pot Luck, unless:
      • a raiding attacker has specified middle-eastern agricultural in his attack declaration.
      • a punitive expedition in which case Map Typ is steppe if Scythian defender and desert if Arab or Libyan defender.
    • Force size and Map size being:
      • Large (1600 FP for both attacker and defender) and Wide (40 width) if conquest attack by a major power upon another major power.
      • Medium (1200 FP for attacker, 1160 FP for defender) and Medium (32 width) if conquest attack by a major power upon a minor power.
      • Large (1600 FP for attacker, 1540 FP for defender) and Wide (40 width) if raid attack by Scythian tribal power.
      • Medium (1200 FP for attacker, 1160 FP for defender) and Medium (32 width) raid attack by Arab or Libyan tribal powers.
      • Medium (1200 FP for both attacker and defender) and Medium (32 width) if revolt attack.
      • Large (1600 FP for attacker, 1540 FP for defender) and Wide (40 width) if punitive expedition attack.
  • No map re-rolls will be made.
Concluding and reporting the battle
  • Players commit to concluding their battles within the four-week deadlines after the administrator has listed the battles to be fought that round and to adhere to the results derived from the adjudication mechanism in the case of failure to meet such deadline.
  • The power routing the enemy is considered the victor of the battle.
  • If neither power routs the enemy, the battle is considered a draw, with no effects from the battle.
  • Battle outcome, once resolved, is always posted by the defender in a post of the tournament thread.

Effects of battle outcome

Conquest against another major power
  • The victor (if any) of the battle gains control over the loser's province-at-stake and 1 victory point.
Conquest against a minor power
  • If the attacking major power is the victor of the battle, it gains control over the losing minor power's province-at-stake and 1 victory point.
  • If the defending minor power is the victor of the battle, it gains 2 victory points.
Raid
  • The victor (if any) of the battle gains 1 victory point.
  • If the defending major power is the victor, the player of that major power is allowed to use the losing tribal power as the main army (and then always with his own major power as ally) in all the battles it is fighting as long as his major power keeps winning its battles (see Major powers under Different types of powers).
  • If the attacking tribal power is the victor, the raided province will be considered "looted" for the remainder of the tournament.
  • A looted province:
    • stays looted throughout the tournament, independent of which power (major or minor) that controls the province.
    • can be looted by several different tribal powers.
    • allows the tribal powers that looted it to make raids upon provinces connected to that looted province.
    • only counts as half (0.5) a province when calculating how many provinces each major power controls (e.g., 3 looted provinces count as 1.5 province).
  • No changes to province control is made in raid attacks.
Revolt
  • The victor (if any) of the battle gains 1 victory point.
  • If the attacking minor power is the victor of the battle, it regains control over the losing major power's province-at-stake (unless the losing major power has lost the province-at-stake in its or another major power's conquest attack).
  • If the defending major power is the victor of the battle, the losing minor power is the following round not allowed to make any revolt attacks upon provinces controlled by that major power.
  • If the result is a draw, the defending major power loses 1 victory point and the attacking minor power is the following round not allowed to make any revolt attacks upon provinces controlled by that major power.
Punitive expedition
  • The victor (if any) of the battle gains 1 victory point.
  • If the attacking major power is the victor of the battle:
    • the losing tribal power is prohibited from raid attacking that major power for the remainder of the tournament and
    • the player of that major power is allowed to use the losing tribal power as the main army (and then always with his own major power as ally) in all the battles it is fighting for the remainder of the tournament.
  • If the defending tribal power is the victor of the battle, the player that was controlling it will choose one of the major power's provinces to be considered "looted" by that tribal power for the remainder of the tournament.

Please note that:
  • Attack declarations are posted in this thread.
  • You must always declare one conquest attack by your major power and are in addition free to (but don't have to) declare either one raid attack by a tribal power or one revolt attack by one minor power (revolt attacks not available yet since no major power controls any minor powers' provinces).
  • Please express attack declarations in the way the following examples show:
    • Conquest: Assyrian attack upon Babylonian Sippar (10) from Ninive (9).
    • Raid: Scythian attack upon Median Ecbatana (13) from homelands.
    • Revolt: Hebrew attack upon Egyptian Jerusalem (31).
  • Date (midnight CET+3 (Jerusalem) time) above indicates deadline, after which opportunity for you to declare attack is forfeited and the player next in line may declare his attack.
  • Once you have declared an attack, please PM the player next in line, who will then be free to declare his attack, up to his deadline, so we all don't need to wait for each player's deadline.

Setting up the battles
  • Battles are fought using the Wars of Gods and Men v1 module and the armies therein (make sure that you've downloaded it for MP battles, see Download in the Rules).
  • The defender (in bold above) creates the challenge (with himself always as Side B) by August 15 at the latest.
  • Thereafter he sends a PM to the attacker and makes a post in the tournament thread.
  • Module: Wars of Gods and Men v1 (click Select another module).
  • Scenario: Open Battle.
  • Turn limit: 24 turns.
  • Map type: Pot Luck.
  • Force size (see list of battles above) and Map size:
    • Large (1600 FP) and Wide (40 width) if conquest attack by major powers or raid attack by Scythian tribal power.
    • Medium (1200 FP) and Medium (32 width) if revolt attack by minor powers or raid attack by Arab or Libyan tribal powers.
  • No map re-rolls allowed.
Resolving and reporting the battles
  • Players commit to concluding their battles by September 12 at the latest.
  • Any battles not concluded by then risk being resolved by adjudication.
  • The defender reports the outcome of concluded battles in the tournament thread.
