I think a bigger problem is mismatched opponents like heavy foot versus armies consisting entirely of a horde of skirmishers. The game thankfully doesn't model this type of conflict very well and I believe there does need to be a restriction on the percentage of skirmishers in an army. Not as restrictive as in FOG1 digital league but maybe no more than 50% of an army or 15 elements?
I would not have introduced this system in all sections of the tournament. But I am always on the look-out for ways to offer variations from time to time to keep things interesting. In this case the idea does not quite work as stage 2 of the process would be very problematic. So I will not be polling it. I don't know whether batesmotel or klayeckles will flesh out their ideas a bit more, in due course, but they might offer something viable that we can use in future seasons.

How many armies are there where the number of skirmishers are a problem? Which armies are they?

My thought with buckets is that once they're set up and sanity checked, the only further restricton would be only one army from a bucket could be used in a division. I think my buckets for the Achaemenids and Byzantines are set if anyone with an opinion wants to look at them. I'm happy to look at some of the other armies as well for setting up buckets for those but may not be the most knowledgeable for specific armies if anyone else wants to volunteer.

I think over 15 to 20 skirmishers per 1200 points army list can lead to pointless and frustrating games. To the best of my knowledge there are 21 lists with 20 or more skirmishers. They follow below. The number is the total of LH and LF.

Indo-Parthian – 25
Libyan - 28 and 32
Moorish – 52
Navarrese – 22
Numidian or Moorish - 42 and 52
Palmyran 272 to 273 AD – 24
Parthian – 34
Skythian 750 to 551 BC – 23
Spanish 300 to 10 BC – 25
Spanish Sertorius – 28
9 of the 11 Thracian lists have between 20 and 30

klayeckles (hepthalites) vs youngr (ptolemaic) 65 to 30
hepthalites found a nice flat dry battle field with the sun and wind at their backs, lady luck on their side, and the enemy in the middle of a sing-along, and managed to sneak between the ptolemaics and their weapons for a rare and still challenging win. If anyone wants to improve their game in the cavalry department, give one of these horsey shooter armies a try in the classical periods (and leave your ego at the door).

Barrold713 (Corinthian) defeats uneducated (Hebrew) 42-10
My refuse flank had a lot of time to set up while the Hebrew chariots swung around which gave me the chance to fall upon his right flank with concentrated force and do enough to get the win before his plan could bear fruit. Thanks for the match!

Weekly round-up
A quiet week in a very interesting Division A where klayeckles (Achaemenid Persian) extended his unbeaten sequence to 3 matches to join dkalenda (Lysimachid) in the pursuit of harveylh (Ptolemaic) and ruskicanuk (Indo-Greek). In Division B deve (Samnite) won his last match to set a target of 29 points. The only player with a chance of reaching it is rexhurley (Numidian/Moorish) who needs 9 points from his last 3 matches. Breogan (Greek Mercenary) posted 2 wins in Division C and he is the only player who can now prevent MorkinTheFree (Pyrrhic) from winning automatic promotion. He will need to win his remaining 6 matches and gain maximum points to achieve this. Karvon (Achaemenid Persian) has now drawn an incredible 6 matches in a row! In Division D Tresantes is in the clubhouse with 32 points after finishing very strongly this week with 3 wins. He can still be overtaken by phoyle3290 (Carthaginian) who is unbeaten in 5 matches.

Unbeaten runs of 3 matches or more
dkalenda (Division A) 3 matches
harveylh (Division A) 3 matches
klayeckles (Division A) 3 matches
ruskicanuk (Division A) 4 matches
deve (Division B) 6 matches and finished
Geffalrus (Division C) 6 matches
Karvon (Division C) 6 matches
phoyle3290 (Division D) 5 matches
Tresantes (Division D) 7 matches and finished

Match completion rate (45 matches in total to be played in each division)
Division A - 28 out of 45 matches completed :D
Division B - 27 out of 45 matches completed :D
Division C - 28 out of 45 matches completed :D
Division D - 35 out of 45 matches completed :D

These are excellent match completion rates.

Player of the week
Tresantes (Division D) with 3 wins this week to take him to the top of the table. :D

Weekly round-up
Lots of results in Division A this week but nothing affecting the two most likely players to finish on top, ruskicanuk (Romano-British) and nyczar (Scots-Irish). klayeckles (Hepthalite) won the important relegation battle against NikiforosFokas (Jewish Revolt). Two wins for Triarii (KIngdom of Soissons) sees him join Geffalrus (Palmyran) on 12 points just 9 behind the leader, devoncop (Jewish Revolt), with both players still having 5 matches left to play. At the bottom DzonVejn (Breton) is relegated. Nothing to report in Division C this week, while in Division D lydianed (Gepid) strengthened his claim to the runner-up spot with another victory. At the bottom eobrian2 (Kushan) won his first match to leave uneducated (Jewish) needing a win against bomber23 (Ostrogoth) in his last match to avoid the wooden spoon.

Unbeaten runs of 3 matches or more
ruskicanuk (Division A) 5 matches
Snugglebunnies (Division A) 3 and finished
Morbio (Division B) 6 matches
sunnyboy (Division C) 6 matches
SawyerK (Division D) 3 matches

Match completion rate (45 matches in total to be played in each division)
Division A - 29 out of 45 matches completed :D
Division B - 33 out of 45 matches completed :D
Division C - 34 out of 45 matches completed :D
Division D - 35 out of 45 matches completed :D

These are excellent match completion rates.

Player of the week
Snugglebunnies (Division A) with 2 wins this week to go top of the table. :D

Weekly round-up
ruskicanuk (Breton) moved to the top of Division A this week with 2 more wins and is now in a very strong position. Challenges to his position may still come from CheAhn (Byzantine), Nosy_Rat (Khorasanian) and pantherboy (Indian). Sennacherib (Andalusian) has won Division B this week after going unbeaten throughout the season. Attention will turn now to the fight to avoid relegation where 11 or 12 points might be necessary for safety. Karvon (Bedouin) is still well clear in Division C, but deve (Dailami) now has 3 wins from 3 starts.

Unbeaten runs of 3 matches or more
ruskicanuk (Division A) 3 matches
Snugglebunnies (Division A) 5 matches and finished
IMC (Division B) 3 matches
Sennacherib (Division B) 9 matches and finished

Match completion rate (45 matches in total to be played in each division)
Division A - 19 out of 45 matches completed
Division B - 35 out of 45 matches completed :D
Division C - 32 out of 45 matches completed :D

Division A is a bit slow, but Division B and C have excellent match completion rates.

Player of the week
Sennacherib (Division B) who has posted 2 wins this week to win automatic promotion. :D
