Factions won't cede capitals or legacy building regions

I wish to confirm that factions will not cede regions which are either their capital or have buildings which generate legacy. I have tried generous transactions with several factions, and they have either been insulted or refused. Even those factions with 100 relationship have refused. Do I need to make them client states first, before they'll cede regions?

Client States never gift Capital regions and World Wonders region, but you can buy them them off like from regular nations. It's second time thread like this pops up and I start to believe that it's a new version feature, cause 1.3.4 don't have this problem — 100% deal always go through.
