What does "Min Garrison / POW 10" mean?

What does "Min Garrison / POW 10" mean?

So, what does "Min Garrison / POW 10" mean? I saw this when I was mousing over the city in a region. Is the "POW 10" related to "Min Garrison Strength" or mean something else?

I think is the power of the army that remains in the city (the garrison). If you click on that region and go to defensiveness button, the pop-up shows the number of units that are in the garrison.

Also, bear in mind those numbers are approximate as intelligence is not perfect and if you were to attack next turn the defenders may have increased in power through recovered losses for example.
