Suggestion: decisions tooltips should list affected regions

Some decisions may affect a number of region when certain conditions in the regions are met. The tooltips describe the triggers but its not easy to say exactly which regions will be impacted. If you want to be sure, you have to read carefully the tooltip, close the decision dialog and look at all your regions one by one. For instance the corn & sanitation one (or something like that), where a decision has a % chance to build new sanitation buildings in some regions.

It would be very helpful if the tooltips lists which regions will be affected at the time you take the decision. Check the trigger dynamically on all your regions when you open the decision dialog and list the affected regions at the end of the tooltip.
