Numbers that make it into the game have everything to do with gameplay. Yes the numbers start with historical origins of armor and penetration and the like, but they end with gameplay in mind.

Some fine tuning is always possible though. There are probably ten thousand fields across the equipment file (every unit has a huge list of attributes). It's no surprise it's not absolutely perfect, nor that it will ever be when people can't even agree on certain historical debates.
If there was an absolutely perfect system... every WW2 game would always use it. From RTS to CCG to FPS to TBS. But they don't, because it doesn't exist. Each has their own ways of interpreting and balancing the raw vehicle stats.

i think PZ1 had quite decent equipment file.. no need to reinvent the wheel, as you try in PZ2...

And yet I distinctly recall the infantry problem of Panzer Corps. No one used them, no one wanted to use them. Everyone had ideas how to re-jig them so people would actually have proper infantry in their CORE army. Which was impossible under the 'every unit is 1 slot, every unit is 10 base strength' system.

Nothing's perfect, we just have to do the best we can. And hopefully treat the game as a living document. It's not forever set in stone, but it updates and changes with new ideas and information.

But what has that to do with the fact several tanks are clones of each other? Besides, Infantry could be handled much better even in Pz2.. Main problem of Pz1 was that devs did not come with good system to begin with, they did not utilize terrain and close combat rules properly (which can be still treated via gamerules file) therefore infantry was mediocre and unimportant.. But at the same time, it doesnt mean that because infantry sucks, tanks need to be clones to remedy that..

Whats the even point having plethora of tank variants like Panzer IIIF,G,H,J,L,M and N, when you give them all same stats? (they actually dont, but the fact certain tanks do just makes this whole issue worse) Current equipment file is looking like it was done by somebody who doesnt know what he wants to achieve, therefore he made up values which dont correspond to anything in reality.. I dont know whats behind it.. lack of proper research? inexperience? no idea.. but i certainly expected more from this game considering how Panzer Corps 1 looked like...
