Actually, each player can unilaterally require one reroll and mutually agree to a third. One player can not require three. This is the rule I implemented in my other tournaments and introduced to TDC.

I implemented it to make the choice of map a bit fairer. If both players do not agree on the map on the first three rolls, they must use the map on the 4th roll
