enemy already damaged

Hello,

Started playing this again recently. In my current game as Humans, I'm fighting the Logans.

As I scout their planets and fleets it looks like all their ships, bases, and fighters near the front are all basically dead. Sometimes many hundreds of fighters with almost no hit points.

I checked some other bordering races and they don't seem to be this way.

Do they have some tech that keeps their stuff from dying just leaving it mostly dead? I did notice in my last big battle, after my fighters wiped out their fighters, it looked like a whole bunch of little guys running back towards their ships.

Something else, this only seems to be on the first system or two next to the front. Once past those planets, the quantities of enemy ships go way down, which makes sense, and they aren't damaged.

I've never noticed this before in any other game.

It's very likely they didn't have enough resources to support their (large) fleet.
There is a (optional) parameter in the config file: DestroyFleetWithTheLackOfResources.
