I think that it means that you won't be able to repair naval units in captured ports which have 0-1 "level" (max. is 3).

It was just experience: inability to repair my navy in a just-captured port happened often enough that I figured there must be a built-in time lag until the port could be up and running again. Glad to learn that the rule book agrees! :)

This thread seems to have gone to sleep. Perhaps all of the possible CEaW questions have been asked. So I will throw in a real world WW2 question, with a (vague) relevance to CEaW.

First up: who produced the most bombers in WW2, Italy or the Ford Motor Company? Bonus points for getting close to the actual numbers each produced.
