Bug - 2 units cross river into enemy

In my current online game, Germans were able to move two units across the river from Dasburg to Clerveax in the prepared offensive. It should be restricted to one?

No bug here. One unit starts the game already in Clervaux. Then during initial surprise round, the second unit moves across the river from Dasburg into Clervaux. Standard opening move, and no violation of rules.
