Without autosave.endturn or ctgw.log it's difficult for me to see what's going on in your game.
Any nation should normally surrender when national morale is below 0.
So, how is morale getting calculated?
It goes like this for any single nation:
The nation's army performance ratio is determined by dividing the kills caused (adding 1000) by the casualties taken (adding 1000).
This value is then multiplied by that nation's total unit upkeep.
Let's call the result value "A".
Then the script takes that nation's current PP output and multiplies it by 100.
The result is then divided by the maximum possible PP output.
Let's call the result value "B".
The script then picks either value A or value B depending of which value is higher.
Let's call that higher value "C".
Now the morale value of the nation will be decided by picking the lesser one of either value C or 100.
Added/substracted to/from this are the morale modifications of any events triggered during the turn.
So, I guess (because no autosave.endgame or ctgw.log is available to me) in your case France is barely holding on because of the last PP reserves left in her North African colonies (the value called B in the description).
Of course common sense would agree a surrender should have taken place way before that.
Since I had a similar case reported by OMGNO where Russia just would not die, I suggest to tighten the consequences for having 10 or more collapse points:
SUDDEN DEATH:
This will have a nation surrender at once if the following prerequisites are met:
- no national capitals left (conquered capitals and colonial don't count)
- at least 10 collapse points
- chance per turn for outright surrender equals the number of collapse points in %

That indeed makes sense. As CP, I've chosen the Aufmarsch Ost event and stayed on the defensive in the west until 1916, when Russia surrendered.
By the spring of 1918 France was completely occupied by Central Powers and Italy, who had joined me, took all of French North Africa since Berbers occupied all French cities there.
Despite this, France still kept fighting from Corsica. I was about to invade Britain when I got the notification that told me Central Powers suffered a Marginal Defeat, even though I was completely winning.
Maybe my invasion of the Netherlands and Belgium in 1917 strengthened French national morale or something?
For V7.3 the following SUDDEN DEATH rule will be implemented:
at 10+ collapse points the % chance per turn for outright surrender for any major nation equals the number of the nation's collapse points multiplied by 2
if the following conditions are met:
FRANCE:
loose Paris
AND either of:
loose Verdun OR
loose Bordeaux OR
loose Algiers
BRITAIN
loose London OR be starving due to "British Food Crisis" (caused by CP submarines sinking British convoys)
AND either of:
loose Egypt/Suez OR
loose India (event) OR
loose Dublin and France has surrendered (because of strain of civil war in Ireland)
GERMANY:
loose Berlin OR
loose Dortmund OR
"Kaiser has abdicated" (event)
AUSTRIA-HUNGARY:
loose either Vienna OR
loose Budapest and have ethnic revolts in Austria-Hungary
ITALY
loose either Rome OR
loose two of either Venice OR Milan OR Florence
RUSSIA
Russia will be susceptible to Sudden Death after the outbreak of the October Revolution.
If no October Revolution takes place (because "Lenin" event was not played by CP or "Lenin shot" event was played by Entente), Russia will be susceptible to Sudden Death rule 1 year (12 turns) after the February Revolution has happened.
OTTOMANS
No Sudden Death rule.

In my experience, Ottomans don't last long with the loss of their capital either way. They should also be able to lose all their Levantine and Mesopotamian holdings without sudden death, as they did historically.
With the British though, should the loss of Suez really trigger a sudden death? Ottomans, with some luck, can capture Port Said early on and block the Suez Canal. It can make things a bit too easier for the CP I think.
@Zombo: I spared the Ottomans from Sudden Death because they are already quite brittle once their "Mass Desertions" kick in.
@MarechalJoffre: the loss of Suez will only count for British Sudden Death if...
...either British Food Crisis has broken out OR
...London was captured.

I got the game after your recommendation and I'm glad I did. Have just started with it but seems to be a good WWI entry game. And it does look really good to boot. But the PotzBlitz mod can't be downloaded. There is a link over at Slitherine but it is broken. Hope it will be revived soon.

Because of the changes made you cannot continue your old games after applying the update. Start a new game instead.
