Force Albatross Stun Weapon To Fire

Sometimes I get the Albatross' front stun weapon within range of a target but it doesn't fire, even with full weapon energy allocation and targeted fire. Is there a way to force this weapon to fire? Does firing broadsides from other weapons reduce the chances (due to slower charging) of the stun weapon firing?
