Unexplored areas on the map

Hi

Fool that I am, I have only just noticed that the browned out areas on the edge of the map can actually be settled, in time, with areas of the map slowly opening up to become regions.


Does anyone know what the rules are for this?

There is a chance the border opens up to lift some of these mysterious terra incognita, when population grows enough in an adjacent region. Given independents growth rate is 1/4 of the normal, it will be much faster with a standard faction adjacent.
