We do try to design maps now so that it's hard to set up massed paradrops at the start. On a whiny note I will say that I don't like scenarios where ahistorical para drops can make such a difference but I suspect most others like the opportunities they present; victory does typically favor the bold...
They are an expensive commitment though. 4CP that is very vulnerable in the air and is out of the action for several turns (and so can't help with the main offensive) is certainly a risk which I'm certainly not sure is always worth taking...
