Am I correct that if someone wants to start with FOGII the DLC linked to one of two specific base versions (either FOGII Ancients(I will call it) and FOGII Medieval) and need to have both base versions to run all of the DLC?

I am not entirely sure I understand the question, but here goes:
You need FOG II (Ancients) to run FOG II (Ancients) DLCs.
You need FOG II Medieval to run FOG II Medieval DLCs.
In addition, however, FOG2 Medieval allows you (in Time Warp mode) to play Ancients armies from all DLC against Medieval armies, whether you have the DLC or not. But not against other Ancient armies.

In a tournament, when i'm in a game how can i exit it, either for FOGII or its Medieval version ? having saved for later or not...

That will save the game and exit it, going back to the MP lobby.
Note that you can have FOG2 Ancients and FOG2 Medieval open at the same time if you want.

You cannot exit the game directly from the MP lobby. You need to press return and then exit the game from the normal menu or ESC menu..
