On the OOB store page there`s a new DLC Updater. If I update with the latest 10.0.0. update is this DLC Updater also needed?

Usually the DLC-update does just that, update a specific official DLC.
You need to download and run one of the full installers, there are two on the top of the OOB files list.

I haven’t installed the DLC Update yet, but it seems like it’s an updater for the U.S. Pacific Dlc only.I have never seen such a specific dlc updater before. All the dlc’s have usually been built into the multi installers and updates so it was a bit confusing to see a separate dlc update.
Oh well, I guess I will figure it out.

There are no new DLC updates, just the 10.0.0 main game.
But this includes some unit stats tweaks and work on some DLC scenarios like adding commanders to AI units.
Take a look at the list here:

There’s a dlc updater dated 26.07.23, released at the same time as the new update and installer. But I will follow what you say and just use the 10.0.0. main update.

I haven’t seen any announcement about the mentioned dlc update. But as you can see from the picture in your post above there’s a DLC Updater dated 26.07.23 (the third one from the top). I first saw this one on the store page and when clicking on it the archive is named “OrderOfBattle-Pacific-MultiDLC-v10.0.0.zip”. This would indicate that this particular update is separate from the main 10.0.0. update.

I think the DLC Updater was created for new players who have just installed OOB for the first time or those of us who had to uninstall the old version to get the new one to work. This updater does allow you to reactivate any of the DLC's made. When I had to reinstall V10 this updater allowed me to activate all 3 of the DLC's I own.

I have run the full Installer, the main Update and the DLC update.
When I run the Slitherine version, none of the DLCs are activated. Also, the Mods are just displaying a black screen.
The Steam version works fine.
If I start the Slitherine version after the Steam version, it works fine as well.
So everything is not well in OOB-land...
Edit: Just noticed that you need to reactivate each DLC running the DLC update. Click the Activate DLC in the lower left corner.
Everything is fine now.

Steam is good for me as well. And, I did a bit of snooping; a couple of recently reported bugs in their DLC were fixed. So, no separate DLC update was required.
As far as I can gather, any black screen problems seem to be associated with the download version.
(Fortunately for me, I recently went "all-in" on Steam, converting this game and Out of the Park Baseball to that platform. Years ago, I would have been amazed at this commitment. What convinced me? Realizing that I needed more flexibility to manage my hard drive space. Not so much these games, but ones from Paradox, Kalypso, and others take an enormous amount of disk space. I helps immensely being able to just install, play, and uninstall with a few clicks. What I had to give up was control over updating and the "security" of having licenses and large download files permanently on my hard drive. Long story made short, I trust Steam now.)
Sorry for that aside but I am still marveling at my bold stroke! Yes, it seems that a fresh installation of downloaded version 10 would do the trick. Whenever I hear about "black screen," I immediately think of and advise to delete the Settings folder. In these situations, there seems to be a conflict between the game and old settings files, causing the black screen. IIRC, the game re-constructs the folder with default options — you have to reset them all to your satisfaction — but it clears up the problem.
Even after reading the above comments, however, I am still unsure about the separate download DLC updater file. Slitherine should clarify the purpose of that for, in all the eight years of this game, new version downloads have always included any updates to the DLC.

I went ahead and uninstalled OOB and reinstalled it.
However, I couldn't find the 64 bit installer!!!
I've installed all the new stuff but the DLC's won't load without an update of which I can't see!!!!

Robert, as I alluded in my previous post, I am a bit in the dark as well about the downloaded version. Steam worked fine for me, so for the first time in 7 or 8 years, I avoided the download routine.
But from what I can remember, the 64-bit installer file would be this one:

- Image2356.jpg (250.89 KiB) Viewed 1274 times
Note how that is differentiated from the old 32-bit installer for which they ended development with version 8.3.0. That was a decent version, if I recall correctly, and if there is a reason why people would still want it or need it, it's still there. You would not be able to play several newer DLCs with it, however.
Now, as far as I can gather, the update file for version 10.0.0 is this one:

- Image2355.jpg (250.53 KiB) Viewed 1274 times
That would be if you are going from, say, version 9.2.5 to 10.0.0 without uninstalling the game. But, as others have said, it appears that an uninstall and fresh reinstall of version 10.0.0 may be advisable. (And making sure there is a new Settings folder in the process.)
That leaves this file, which has me scratching my head:

- Image2357.jpg (250.81 KiB) Viewed 1274 times
There is an executable file in there, so it's not a bunch of DLC campaign folders which is what I thought it might be:

- Image2358.jpg (124.55 KiB) Viewed 1274 times
So like I said earlier, the purpose of this one escapes me. Why wouldn't fresh DLC content be included in either the installer or updated files as has always been the practice? Slitherine needs to clarify this for I cannot.
As far as the DLC itself goes, I believe I recall that even with an uninstall and fresh reinstall, the DLC licenses are preserved and are automatically activated again. If not, you had better have kept those license keys someplace handy!
By the way, here is the link to Slitherine's product page for OOB:

Regarding the DLC updater, AdmiralYamamoto had this to say in another thread:
AdmiralYamamoto wrote: ↑Sat Jul 29, 2023 1:04 pm
Once you have reinstalled OOB you will need to reactivate your DLC's. For this you need to download the DLC Updater program from Slitherine. Run this program. Select the DLC's you own and reenter their activation keys. If you do not have them written down go to the Slitherine Home Page and access your My Page. You should find all your DLC's and Key Codes here. I am old school so I definitely recommend writing down these codes somewhere at your house.
Although the Admiral is not an official, what he said seems to make sense. Why it is being done this way is still a good question, however.

I'm really confused. I have all of the DLC's. I updated to 10.0 but after I open the app and click on Play Order of Battle a small form pops up on the screen for 1 second and then it goes back to the "splash" screen for me to click on Play Order of Battle again.
I log in to My Page and try to get the 10.0 installer it says I have no serial number. What is going on? Why is this so hard?
Any suggestions?
After third attempt I now receive a message "another instance is already running". When I check Task Manager there is not another OOB running.

Read through this thread and its next-door cousin. The gist is, apparently with the downloaded version of the game (Steam seems to be fine), it is better to completely uninstall and reinstall the game using the INSTALLER, not the updater. Also make sure that when you uninstall, delete the Settings folder. Then start from scratch. Read the rest above.

I uninstalled the game, deleted all folders as you recommended.
However, I am unable to see the installer file or v10.0 file on My Page because it asks me for the Main OOB program registered serial number. The free one. I can see all of my DLC serial numbers.
Any suggestion on where to get the installer? Do I just go to the link?
BTW, when you click to get the free program it's NOT 10.0 version. It's the 7.xx version.

I think it is high time for a Slitherine official to weigh in here with a detailed "how-to" procedure for version 10.0.0 installation and/or update.

Dittos. It should not be so difficult to update a game. After reading this thread, I am more confused than ever. I have all the dlcs and everything was working fine. I wish I never installed this update ... I don't even play multiplayer.

I came here to complain about the 10.0.0 update but after reading through the posts feel like I'm actually pretty lucky, heh. My grumble is twofold mainly. Firstly there's now a loud and annoying clicking noise whenever I use the mouse on the menu screen, despite my having turned off all the sounds. Tried looking for other possible suspect settings but not finding a culprit as of yet. Secondly within the game my mouse is suddenly behaving very unusually. It's a bit hard to describe, but maybe slow and "floaty" if that makes sense. Again I can't seem to find a specific setting to blame and alter, thereby fixing it. Could well be I'm looking right at it and not seeing it though. Kind of a bummer since I went a good six months away from the game and wasn't sure at all I'd get back in, only for this to happen just a couple weeks after I return.
Can't load DLC's!

Everything is up to date but I can't download most of the DLC's back as there is a 64 bit update that isn't on my list.
Cannot load DLC's!!!!!
