AI unit pop up in besieged town hex

Playing the Dieppe scenario in GC 42/43 I just got a rather nasty surprise as an AI 15 strength HW inf popped up in a checked/besieged city hex (16,10) from one turn to another, badly damaging a nearby unsuspecting tank unit. Hex was occupied by an AI artillery unit on the previous turn. I am unable to upload the replay as the pzrpl extension is not allowed.

Has this happened to anyone else? I am near certain that no scripted AI reinforcements occur between turn 11-12 in this scenario.

Did you have a unit next to the city?
Maybe the AI moved the unit from the rear hex.

It is actually a scripted event I believe, but not by turn count. Those victory hexes are 'zones', when their flag becomes allied these infantry reinforcements are spawned there, to give a challenge to the player. They can of course only spawn when the hex is not occupied, but other than that there are no limitations.
