AI unit pop up in besieged town hex

Playing the Dieppe scenario in GC 42/43 I just got a rather nasty surprise as an AI 15 strength HW inf popped up in a checked/besieged city hex (16,10) from one turn to another, badly damaging a nearby unsuspecting tank unit. Hex was occupied by an AI artillery unit on the previous turn. I am unable to upload the replay as the pzrpl extension is not allowed.
Has this happened to anyone else? I am near certain that no scripted AI reinforcements occur between turn 11-12 in this scenario.
