I'm surprised to see that a fighter that moves still gets stopped if it meets a bomber on its path.

is that working as intended? Wouldn't it be better if it goes through?

It's called "ambush".

jeez..

there is no ambush in case of fighter moving through a bomber, nothing happens.

Ambush is a mechanic not only used by planes but by ALL units in PzC.

If an attacker comes adjacent to a defending unit during his move, his movement is stopped
and the defender gets a shot at him => Ambush

Kinda silly, eh? Fighter pilot is "surprised" and "ambushed" by a big old Lancaster . . . Pilot must have invented autopilot and took a nice nap.

And setting up the ambush . . .
"This is delta wing leader . . . We will be increasing our altitude to fly in anti-fighter ambush formation now. Beta wing, you will be bait. Please maintain course as we release our payload."

The fighter only flies right past if the bomber was not in the fog of war as I recall. Otherwise he just stops unless the bomber is one of those with a true attack value. Just stopping seems even sillier though . . .

"I say, did you hear something over these engines?"

"Yes I think I did! Sounds like a bomber! Hmmmm, where is it hiding . . . Lets fly around in circles until we find it. What's that about fuel? Such a worry-wort, it's a bomber! Lets get it!"

Well, sometimes I would not put it past the AI to reason that way, especially after that Afrika Korp truck assault in Race to the Wire where all the artillery and AT mounted up and rushed me. It was the short-lived English Division of Japanese Expats, I'm pretty sure, so it all made sense in the end. Banzai!

This is how ambush works. If you run unexpected into a unit you didn't spot before you get stopped. In certain cases it may not make sense but you have to make some abstractions.
