Collecting resources

First game but played the old MoM extensive but not for a very long time.

I've got resources outside of my cities catchment area. How do I access them?

Can the catchment area be increased and or can I mine farm them etc.

You cannot increase the catchment area, only build another town there with settlers to obtain those resources.
