Two Multiplayer Scenarios

I have been checking the forum for downloads of two player multiplayer scenarios and found the following which date back to 2021.

Rattenkrieg and Barbarossa. The first one is the 6th Army advancing on Stalingrad while the second one focuses on Barbarossa, specifically Army Group Centre and North. This scenario looks odd to me in that both the Germans and Russians start with 9999 production points but the Germans already have all their air units, naval, and artillery on the map. The Russians start with their naval units and only two partisan units so they have to use their 9999 points to build everything from tanks, infantry, artillery and air units etc.

Looks to me like the Russians are at a huge disadvantage in this one and wondering how it plays? Thanks.
