Is PC2 playable in the strategic mode, ie can you issue orders etc?

It looks like available train/ship/plane transports are visible at the top of the screen. Yay!

I'd like a tooltip that tells you which victory conditions you are currently fulfilling on a scenario (unless there's a mod that already does). More than once I've lost because I counted up my victory hexes wrong.
