Hey guys. I had the same need for this fix and it is working so far for me. Just an FYI for anyone, the fix "default installation path" is different than where i placed mine, but stating the appropriate installation path makes all golden. I just needed to restart game. Thanks folks, awesom...

Hi Myrddraal I am running Win 8.1 64 bit. I launch the game from the shortcut created by the installation process (steam download, install). It starts steam which asks me to login then instead of the game starting I get the prompt for the local admin password. I posted the above from memory of event...
