It is somewhat unrealistic, but at least it forces the axis to keep away from the coast or risk losing units. If that were not the case, it might be too easy to just blow through the French left every time. I know that in my PBEM games, that's the only thing that keeps me from using the sea to guard...

Agreed. At this point even the Allies can just crush any neutral country and there are no political ramifications. Imagine if the USA had just walked into Portugal in then invaded Spain in the war... Some PBEM ideas for the Allies: When playing as the Allies, be prepared to defend Russia as far back as Perm.
