Questions about upgrading
1) Does a new unit always deploy with the highest levels of research already reach that are applicable to it?
2) When Organization increases a level does each unit need to be upgraded to the new level or is this a more abstract upgrade that applies to all one's armed forces?

I appreciate that the commanders function like this but the fact that the AI can't use commanders makes it one sided.
