Those little units in several of my Roman regions are units of my Ally. Why are they spread in little penny packets all across my empire? Is this a bug or is there some reason I am missing? Thanks!

Yes, it is about trade goods. Thanks for the answer. It is nice that trade kind of takes care of itself, I could spend a lot of time on it (and probably will sometime).

When it says "Bonus of X units from A (missing), B (missing) and C (not missing), do I get "X" units because I have at least one of the (in this case) three needed items? So, what does "Min Garrison / POW 10" mean? I saw this when I was mousing over the city in a region. Is the "POW 10" related to "Min Garrison Strength" or mean something else?
