I don't know if this is me not understanding the UI but on starting a Nasa sandbox game on easy each time I assigned an astronaut to a X-15 flight the following turn they would not return viewable to the personnel list or usable when scheduling a mission. I had the same issue, right clicking on the icon on your desktop and selecting run as admin solved it, it's at the end of the download right? so when it tries to start actually installing to the disk your privileges are blocking it causing the error.

So while the download is going (understandably) slowly I ought to ask confirmation, if you already had 0.7.16 do you need to downgrade to 0.7.15.1 then run the download on that one?
