so just to confirm that it is as Pete has kindly stated. It is legionnaires that are restricted . This includes lancerrii. This includes club armed legionnaires, newly raised etc.

Also, this total is including any allied contingent, so the total Roman legionnaires is twenty. This includes Romans legionnaires in in Ptolemaic and other armies like Palymran. Because the dominate field at can be auxiliary, these are not subject to the same restriction.

Finally i have updated the list and this includes classical Indian and early Eastern steppe armies.

Allied contingents from late Republican Roman and principate Roman form part of the twenty Roman legionnaires limit.

So for example you could have ten bases of imitation Numidian legionnaires, with an allied Roman lectionary contingent maximum of twenty bases of legionnaires.

So the restriction is Roman legionnaires from the late Republican and principate periods. So Palymran can only have twenty bases of them.
