But you can usually not afford to OS everything...
... so I would recommend a mix actually. A few key max (or nearly max) OS+Hero units are really, really useful.
Then you can get some units slightly OS for not many points, because they have a low base cost. So a few of those.
There rest stay at base str.
If you play on higher difficulties, and especially the mode that gives all enemies +5 str, OS becomes even more important IMO.
Oh, and if you go the OS route, ALWAYS consider getting Infantry/Panzer General traits. They will save a ton of slots.

One such question that I continue to ponder is which General traits to choose. I am pretty well decided which positive traits I'll want, but most of the negative/weakness traits still have me undecided.
Nexusno, how's Ineffecient Supply working out for you thus far?

Inefficient supply works fine. You sometimes need to cool down your overrunning tanks, but ammo is rarely a problem if you play calmly. Refresh my memory, what type of perk does the infantry/panzer general trait give?
Thinking about my strategy I feel concerned about making decisions early on that will end up as a problem from 1943 an onwards.
