I've seen it happen before when naval units disappear. It has been impossible to recreate. It seems to happen when a convoy moves and for some reason ends up in the same hex as an enemy unit. You pick 1. Standard. When do you get asked this question about running standard or fast play? I think Fast play is with reduced map size and not supported by GS v4.00. What is your native screen resolution? Are you running full screen or windowed?

1024x768 is for those who have a 4:3 aspect monitor. 1366x768 is for those with a 16:9 aspect monitor. 1920x1080 is for those who can run that resolution or higher.

There is a rail icon that will highlight in the lower left corner where the unit stats are when you select the unit you want to rail. If you're not adjacent to a city or don't have rail points left then the button won't highlight.

What are your settings in GS400_settings.txt in the CEAW Grand Strategy 4.00 folder in the My Documents folder tree? Zoom level 3 is disabled if you answer yes to LOW_RAM. This file is not supposed to be protected. Have you tried to right click on the file and check that write protection is off.
