Western Allied and German army corps had anywhere from 2-4 divisions to a Corps, and I believe that Soviet Armies approximated one of these Corps in size. I agree with the last two posts. I've read that that air forces in world war two excelled primarily in battlefield interdiction strikes. This is not to say that they did not act effectively in direct support of ground forces. The ability to perform both roles should be available to the player.

I like better Panzer General 2 system. You also have action points but you can attack only once with all units except armor. You can move before or after attack with all units.
