Isnt the game decided too early?

I have played withboth the entente and cps several times. And all of them by late 1914 the game was already decided due to the enemy having lots more units than me (too many holes). Probably that is because i usually invest in 2 or 3 labs at the beginning, but anyway, the thing is that around late 1...
