Hi was curious what the orange numbers mean circled in the image.
I have frequently seen those with Metals. Now I have one with Manpower.

Read through the manual and looked in game at the tooltips.
Any answers would be welcome. :)

These are the maximum quantities of the given resources your nation can shoulder in its current state; if you hover over them, the tooltip will tell you that above such numbers, "one fourth of the extra will be lost each turn". :)

Ah thank-you for confirming what I just figured out yesterday. All the tool tips are golden here and I found to have gotten more answers with them then with the manual.
Again big thanks.

Manpower and Metal cap should be raised by your Military Expertise AFAIK, but its rarely relevant in single player. On a side note I would recommend to sort nations by their metal upkeep and current stock to get a really good Bargaining Points advantage.

Gold is penalized by Administrative Burden. You get taxes tiers based on how much your coffers hold. Generally its advisable to keep floating under 5000 gold to not hurt your income, but its fine to go up to 10k. And you have Commerce building that pushes these steps further away indirectly by banking your gold until you dismantle this building.

Thanks for this and all the advice on my channel with my Kolchis series. I would be way behind the curve otherwise as I soldier through my public learning session haha. I thought the writing style here in this forum and my channel looked familiar.......
cheers

So basically those mean sell nau!
There are 10 kind of hard problems in computer science, naming, cache invalidations and off-by-one errors.
There are also 10 kinds of people, those who understand binary and those who do not.
