Today, I got a second Hero for an infantry unit and it was the same type as awarded previously. The first was a +3 Attack and the second one was +2 Attack. My question is: shouldn't you be locked out of a certain type of Hero once you have already been awarded one of them? If it is just random, then it is theoretically possible to eventually have units where all three Heroes are of the same type. For balance reasons, that could be problematic: I could have +9 Attack units out there, or Artillery units with +3 range, or Infantry units with +3 Movement that could have more foot speed than tanks. I think the best solution would be to lock out Heroes with bonuses the unit already possesses. Besides, I'd rather have a mix of Heroes than get all of one type.

But yes, this is being looked at, because we're also going to be adding unique leaders to the mix, so making sure it doesn't become unbalancing is important.
Most likely you will see normal leaders tuned down to only +1 or +2, and also be exclusive, (1 +attack leader per unit, no more allowed after that)

No, I believe they are the weakest of the bunch.+9 initiative is the real monster, heh.
Your hero units will be on experienced units, which already get initiative bonuses. Also, they will most likely be on up-to-date units, so will already have a decent base initiative. This means your 9+ initiative bonuses are just going to total waste.
I'd still like to see STACKED traits though, it adds more combinations, even if they are not very good. At least you could stick that kind of leader in a very poor initiative unit that normally you wouldn't touch with a 10-foot barrel.
Also, making leaders only aid attack by +1 isn't really doing to do much. Often it won't even be noticable, so I think people are too paranoid here.

10% bonus (of ANY stat) on a Panzer IVD is less than 1.
On the other extreme, you'll have:
30% bonus for a King Tiger's defense or attack value is... yea, heh GG.
Static numbers help weak units a lot and very strong units less so. Percentages help weak units less and strong units more so.
