There are different techniques.
I think that rezaf creates his by using a tool that he created.
I use Photoshop and apply camouflages as textures to the icons. Churchy uses Gimp.

Yes, Rezaf wrote a program to "manufacture" skinned icons. He can plug in the complete "gray" colored icon field and turn them out in any one individual camouflage pattern. He is always fine tuning it and is doing so at this moment. As for myself, I know just about nothing about skinning. I did manage to blot out some emblems on some icons and mask them with a little color, but that is all. Somewhere in the beginning of this thread is a link to Media Fire files of all the skins made by me. I have sent Rezaf a number of new skins in the past month or so. Soon there will be some more added.

I am not prepared to relay any more information than I can post in this thread at this time. Rezaf has "blown" me out of my computer chair tonight with his latest talent and innovation for Panzer Corps. He is working with the last group of skins I sent to him. I have to say that.............well it was just too f*ckin' fantastic once I understood what he has done and is doing and when I saw the results. You will all be blown away with "shock and awe" I think even more than when he first unveiled the massive file of skins back in November. That UPS truck is going to fly over the house this time and land in the swimming pool.
I sincerely hope the higher ups and those in power of the control of this game's future will sit up and take notice, because this deserves their attention most assuredly. Sort of reminds me when the printing press took over the reading public by storm and out of the hands of the monks laboring prodigiously as scribes (at least as far as Panzer Corps is concerned it does).
I am not trying to tease you or play a game, it will come out very soon for all of you to see and enjoy his hard work and brilliant skills. Once again it is free, for everyone to use. He is a very precise guy and he wants everthing to be just right and I will bet money it most likely will be. This will be a new milestone for the game graphically I believe. He's modest, so give this unsung hero of Panzer Corps a hearty thanks and appreciation when he delivers this for all of YOU, courtesy of HIM.
I can already envision what this may spawn for the future.
We are so fortunate to have the likes of talent and dedication this game has brought forth for all the enthusiasts to enjoy. The game expands and morphs into something even more beautiful and exciting practically every month or less. I hope that all of you, whether you participate in the forum or not, will realize there are a number of very dedicated and giving individuals who make immense contributions to this game regularly.
And if you are just lurking on the forum, please participate with all of us from time to time. A group of forum members has made this great game even greater very rapidly. We all want and need as many to speak and contribute opinions or information from every aspect. That's why the game gets so much better all the time, month by month.

So,So true with all the skins here and @ churchys site Ive had the pleasure to build me a good replica of Kursk battle with authentic cammos for example. just have to get into making scenarios,then hopefully full campaigns in the future with all you guys here and the guides you provide its Awsome!! CHEERS!!!

You can try this technique to add cammo to PG1 icons. Use GIMP. A step by step is here:

Thanks Wino, yes I have seen that, but would you rather "skin" a bunch at one sitting and drink a beer in one hand while you skin with other or skin with both hands, over work your brain and eyesight and finish with one or two good skins done? Here is the 502 Schwere Tiger I with no weathering added and a few more icons
FWIW, I "think" that is about the last time Schwere Abtlg 502 did anything other than white wash their Tigers for winter. The rest of the time they were usually Dunkelgelb, (I think maybe, yes-no?)
