i also tried to save the game . it goes thru process of saving but no game file to load

That's what I expecting.
You've an issue with your Windows MCI. Most of the cases it was broken by an installation of a codec pack like K-lite.
It has nothing to do with the game or with the mods. It's a problem in your Windows.
Do you have K-lite installed?

Take a look at the section "CTD, freezes, no sound or game not starting" in the troubleshooting thread.

i have uninstalled all codec k=lite included i also restored my system from April 24rh still freezes. why cant i save game before the freeze up, I tried the k lite 7.7.7 same thing.

Sometimes even removing the codec is not enough. The damage might be already done.
There's no standard procedure. In certain cases you might even to make a clean format of your Windows.
That's why I point you to the troubleshooting section. As you may noticed there are several ways to approach the issue.
However it's not easy to solve.
Try first with replacing the wav files with mp3 versions.

if that is true why is Africa corps not behaving the same way

That's a pretty good question, that I would love to know how to answer.

In terms of sound processing, it doesn't matter if it's file x or y. As long they were encoded with the same codec.
I notice that Ostfront is a little more heavier in terms of memory usage, at least in the beginning.
In order to try to solve this and understand I needed to replicate it, which I can't.
So only I can give suggestions in a very limited way.

Can you rename "Voice" subdolfer inside Audio folder to "_Voice"
You could copy the first scenario Operation Barbarossa to your scenario folder in "my Game\Panzer Corps\ Scenario.
Then instead of starting the campaign, just choose the scenario from the custom option.
The files you've to copy for the scenario folder are :
Operation Barbarossa.pzloc
Operation Barbarossa.pzscn

i down loaded the mp3 files and games is working but still cant find the saved game. Is there a way to save the games separately in there own saved game files such as Africa corps

Good. But be prepared , that some of the units will not have sound. Because they have added a couple of new sounds, and that set of mp3 files don't have them.
Of course you could always try to convert yourself the wav files to mp3...

i still can't save campaign games. i have not tried to save scenario games but i will. But why is there no stafttcars or trucks to transport artillery and engineers

I still don't understand what you mean by not being able to save campaign games.
When you're playing a scenario in the campaign you can't save?

after the save game menu comes up i can save the game. but when i try to load the scenario it is not there. i have not tried to separate the individual scenario. yet but i will try . is there a limit to the amount of saved games you can have in the saved games folder?

Saved games are stored in My Documents\My Games\Panzer Corps\Save (wherever that is on your system - C:\Users etc.). After you save a turn check in the file location to make sure it is there. Save and Load functions use the same default location. There is no limit to how many saved games can appear - it just displays the contents of the folder.

the only way i can continue a campaign scenario is using the auto save feature. after i saved the campaign scenario i exited the game tried to find it in the saved game folder and it was not there. I also tried to save a single scenario with no game file

just like i installed Africa corps unzipped it installed in c:\users\earl\documents\my games\panzer core\ostfront i then copied the five files to the directory

That's the same folder structure as where the saved games and custom scenarios are stored. I would install it away from there - C:\Games\Panzer Corps\AK or somewhere like that. The game will create the My Documents\My Games\Panzer Corps folder structure for you when you play it if it's not there already.
