Jagdtiger HA value

For some reasons I only just noticed today that the Jagdtiger(12,8-cm-PaK 44) only has a hard attack value of 21 in comparison to the Elefant and Jagdpanther (8,8-cm-PaK 43) which both have an HA value of 24. Does anyone have any idea what is the reasoning behind that since the 12,8-cm-PaK 44 had a higher penetration.

Maybe it is because the 12,8 Pak has a lower fire rate and is very heavy.

This puzzles me too, as I would expect the Jagdtiger to have the best HA stats (with the possible exception of Maus and a Sturer Emil..please?). If the fire rate or ability to line up a shot was poor I would have expected this to be covered in the Initiative, perhaps being a bit lower than would be expected for the high effective range.
