Have you tried surrounding one victory hex with all your units and completely eliminating the enemy inside it? IIRC the refugees only appear within certain distance of your forces. Jumping from hex to hex might be a idea.
Re: "Guardians at Infernus"
have you seen all the victory hexes?? you cant surround them all

I was thinking of a different mission. On that one you have to approach the entrances on the mountains on the north and the city to the west to release the refugees then guide them to the victory hexes as enpi said.

City C also provides some, but you have to be quick so that there is enough time to move them back to the Victory area
Re: "Guardians at Infernus"
idk, im having 0(zero) luck on this one..i really need some one to spell it out for me
Re: "Guardians at Infernus"
First you go along the railway and kill all orks north of it, then move to the mine entrances, the refugees will pour out of the mines. (blue circles in the pic) The goto A and then goto B. In B you will find more refugees. You can also goto C for more refugees but thats difficult. If you have time clear out the hill in the map center, but its not necessary if you are careful avoiding the LOS of the orcs there. then quick back to the yellow base hexes and you made it.
btw: do you really have 19! dreadnoughts in your core army? Wow!

Re: "Guardians at Infernus"
there was 1 scenario where i could not do it without dreds so i stocked up and the next one was easier so i got more and in the campaigns and as you know, your core carries over and seeing as i bought even more, and they remained because theyre so hard to kil... they built up in numbers
Re: "Guardians at Infernus"
while dreadnoughts probably have the best bang for the buck, there are some scenarios which are not winnable with dn´s alone.
Re: "Guardians at Infernus"
yeah, ive discovered that to be true also
Re: "Guardians at Infernus"
before the DLC's came out, all could be won with mainly tankfests and a odd inf unit, but soon as the DLC's came out you really needed a good mix of units
