I've never really noticed any difference to ships built on a world with one of these and looking inside its bldinfo, the "Property bpGivesExperience=1.0" line doesn't exactly explain much either as to what it does. Gives each ship built +1 exp? Gives ships idling in orbit +1 exp/<time>?
The other xenopsych techs aren't exactly interesting enough to go out of my way to pick up, so I haven't got much game time with the structure up either.

So you just need to leave the ship idle in orbit?

I tested this last night leaving ships in space at a planet with the training centre for 50 years and they gained no experience. What am I missing here?

Today i try it too. Patch 1.03c
I built training center and leave one ship at planets orbit. After 50 years i see no difference. I try to clear build list (like ship repair), look for specific program but see no new programs at list. At last collect all my ships and put them in this system. (maybe they need quantity for war games, lol)
Unfortunately, nothing helps.
My only one thought - this center may add 1 exp to all ships built in same planet ONE TIME. So ship needs 1 exp less to level up.
Maybe devs explain it to us.
