You are mixing two topics. You asked a question about Buzinovka Depot scenario - you thought there should be 4 capturable units and you "only" got 3. I explained why this probably correct. And my second suspicion was right - there is only ONE SU-122 to be captured (I've just checked the scenario file).
The second thing is "The Captured Units Database" thread (this particular one). It doesn't include capturable units from Sea Lion DLC yet and this has nothing to do with your question.
I just finished the Syracuse scenario - got a DV around turn 8. But I only got the 12.8cm flak reinforcement... no Josef Priller (FW-190)? Was he taken out or something.

I see... you don't remember roughly what turn you ended? I was in a hurry to end haha getting overwhelmed lol. most of the other special heroes arrive turn 2 or 3 so I assumed he got removed or something @ Priller. Actually tried reloading and played to turn 15 - still no Priller
As far as I remember captured unit is just a scripted event in some scenarios.
For this event to happen you have to capture some particular (additional) cities or complete an additional objective.
You can also get special heroes this way.
The usual method to trigger a captured unit is take an objective (capture a hex, put a unit in a particular zone), but in US Corps you can get them for destroying specific enemy units and in Sealion I think you can capture a Matilda 2 by surrounding it with 3 or more units. These kind of triggers are widely used because they are reasonably easy to script - check for flags or units in a particular zone or hex.
When writing your own scenarios you should be able to use any trigger you like to place a captured unit, but it can be more work.
So for example, to recover battle damaged enemy tanks for your own use, set a trigger for no enemy tanks in Zone 1, place a special unit named "recovery team"in the zone for three turns in a row while keeping it clear of tanks. Then you award the captured unit or units.
I usually only do these more complex ones when I have a working script from a scenario as a guide.
