Blom and Voss BV 138 - What's the advantage?

I'm curious - what's the advantage to buying the BV 138 at 40 points versus the Ar 196 at 20 points?
The BV seems to have worse stats and fewer abilities. Is there some unwritten ability I can't see that it can do better?

Besides the cost difference in v3.3.6:

Movement Points:
Ar 196: 8
Bv 138: 6

Naval defense:
Ar 196: 12
Bv 138: 11

Allowed carriers:
Ar 196: cruiser,battleship,carrier,tender
Bv 138: CV_Graf_Zeppelin, CV_Jade, AV_Bussard

Definitely pick the Ar 196! The Bv 138 is pointless so far.

Along the same lines, the larger, second seaplane carrier seems pointless. It has one cargo slot as opposed to two, but the stats are otherwise identical, but it's more expensive.
