How to put units?

Hello, I have Order of Battle the Pacific pack but in the editor I can't find the troops, tanks etc. Where is it? Thank you!

hello

First you must choose and add countries and then you will have the flags of the countries available for the units.

First, select Scenario Settings.
Then click the + button in the Alliances tab.
