Deploy Bug for Allies GS 4.0
I found a double bug for deploy new ground units in Gibraltar, Malta, and Cyprus!
1. You can deploy new units in these places.
2. You can deploy ground units on airfield.
But you don't have to do this. This is wrong, this is a mistake.

I found some more bugs.
1. USSR ground unit is located on territory of captured Persia, but has a border with its troops, but have supply is 0. It can not be repair.
2. Same with Air unit UK is 0, BUT it can be repair.

Allied air units cannot fly from Persia to USSR in south. Except one hex, which is strange!
Movement distanse is 26, It is more than enough.

Download this file for deployment issue on airfields. Now you can't place land units in the Gibraltar or Malta airfields.
This fix also fixes the unit spawn when Egypt surrenders and Bandar Pahlavi port unload.

Paratrooper units get their special upgrades for free. That is no bug. The reason for this is that the core unit is a garrison unit so the para units will normally get the garrison upgrades and have to pay for them.
However, the special bonuses we give to para units from tech more than garrison are given for free since the code structure will only get techs from the core unit. To "fix" this you would have created para units as a separate unit type similar to mountain or cavalry was created. All 15 unit slots are already filled when purchasing new units. So in order to implement that we would have had to make a lot of code to be able to scroll in the dialog box between available units. Some would not be seen since 15 can be shown at a time. So it wasn't worth the effort making all that code just for one single tech update for para units.

Crossing Russian and Allied units across Persia is deliberately hampered to prevent exploits. Before it was normal to see the Allied player sending huge number of units into Russia to stop the German advance. Stalin would not have allowed that. E. g. it could otherwise be possible for the Western Allies to send strategic bombers into Russia to bomb Germany from the east as well as the west. That didn't happen in the real war despite the bombers having the range to do so. The reason would be that you need airbases supporting the air units. That would mean Allied bases on Russian territory.
I think the limit is to core Russian hexes. In your example you showed Estonian hexes. Those are not core Russian hexes at the start of the game.
Supply doesn't move well from Persia into Russia and vice versa. The Russian and Allied supply net are separate. So the Allied units inside Russia would need supply source inside Russia to be in supply. At one time there was code reducing the effective supply you get by 1 if you have units outside your own supply network. Again this was done to prevent exploit across Persia. The exploit also happened the other way where Russian air and land units in 1941 could help the British overwhelm the Axis in Iraq if the Germans went for Iraq. If Germany also attacked Russia a smart Russian player would keep their air units out of range in Russia, but they could be useful in Iraq from Persia since the Luftwaffe would be weaker there. Stalin would never allow wasting his precious units in Iraq or Persia if his home territory was under serious attack. Players, however, don't bother with such restrictions if allowed to do so by the game.
GS has seen numerous exploits by different players. Plugging them all is hard, but the most obvious seem to be plugged. Blob build strategies used to be the worth exploit offender. E. g. the German armor blob which could crush the Russians in 1942. Therefore you got build limitation for certain unit types.
