I am playing a tribal horde Gothones and have expanding a lot, but it seems to be very hard to progress to tribal chiefdom, which is important especially when my ruler dies. But what do I have to do to progress to the next civ level (2)?

Mainly you must have a high culture*loyalty/decadence ratio and your nation must be in at the top of the CDR ranking in order to gain progress tokens.
How to make this?
Don't gain too much regions, beacuse regions generate decadence.
Keep a high loyalty on your regions.
Build culture buildings and place population units in culture generation

I thought culture/decadence 'only' was about stability and not civilization levels. On the nation panel and clicking in the CDR button you can see the numbers you must control and the ranking of all nations. Remember that you need to be in the first third of nations in order to gain progress tokens. With 5 tokens you will progress to next civ level.
If you conquer one objective region, you'll gain a progress token too.
Furthermore, I think that regions that form a province generate less decadence.

Its not clear enough currently
If you get 5 aging tokens you drop a level. If you gain get progress tokens you go up a level. These levels are
Progress
Young->Stable->Glorious
Old-> Stable-> Glorious
Aging
Glorious->Stable->Old->Decadent
A decadent nation that gets 5 aging tokens will have a civil war.
A glorious nation that gets 5 progress tokens has the choice to go up a civ level (Horde - > Chief) etc. You don't need to do it immediately as you will become Young when you do. The reason for waiting is while Glorious you get loyalty benefits and legacy point production is higher. However your decadence will build up over time and eventually bring you down unless you evolve, when your decadence gets reset.
Its all very involved and hard to get to grips with initially but when you master it its pretty cool!

Hmmm, I thought a glorious nation that aged became old. (Don’t have access to game or manual currently). If it becomes stable instead, that is easier.

given the amount of pain and blood that was spilt to produce the table in 7.4.4, believe me, its correct and you can rely on it. So yes glorious - old on loss of 5 tokens (same as stable in that regard)
