huge GPU demands when in the background

I like to have Panzer Corps 2 running in the background and alt-tab to it once in awhile to play a turn or two. How can I stop Panzer Corp 2 from making such huge demands from my Radeon RX 580 video card while alt-tabbed into a different program? It is cranking my video card at 82% and creating a lot of heat and fan noise and it isn't even on the screen! I've tried both Windowed and Full screen mode.

Strange when I alt tab the GPU usage drop down to 30% when I'm at tabbed. (AMD Vega 64)

my 5 year old test pc with a older card works flat out in the game with the latest drivers and is Nvidia

but users less cpu and base memory in the process, so is quite GPU heavy atm, so will pass it on and see what can be done, thanks and sorry for the issue

top one is on max details, this one is on the most basic and also windowed

so saves 20% and runs alot cooler and doesn't look much worse tbh, and imo still is full screen as windows 10 screens to fit for me but users slightly more CPU and a tad more base memory to do, but well within what i have spare anyway

The graphicscard noise becomes tiresome after a while. I have a 1660ti and used 'msi afterburner' to lower all graphics settings except fanspeed. Got 45fps on high graphic quality (Dunkirk scenario). Graphicscard fanspeed drops below 40% and is silent.

latest Nvidia drivers installed on a clean install version GeForce 445.75

following my now old guide on how to install etc and rebooting afterwards and disabled display containers have improved my GPU overheads by a given margin
